WPP Consortium Led by Ogilvy Social.Lab Selected for European Commission Communication
Brussels, 19 January 2026 — Ogilvy Social.Lab (OSL) is pleased to announce that it has been selected as part of the successful WPP-led consortium awarded a place on the European Commission’s new framework contract for the delivery of integrated information and communication campaigns.
Led by Ogilvy Social.Lab Brussels, the consortium brings together a best-in-class combination of strategic, creative, media, PR and evaluation expertise, including WPP Media, VML, Hogarth, Scholz & Friends, Burson, Verian and VO. Together, the team will support EU institutions in the design and delivery of high-impact, multi-country campaigns reaching citizens across Europe.
The multi-annual framework contract, awarded by DG COMM, focuses on integrated, multilingual communication campaigns that combine creativity, localisation, media effectiveness and measurable impact. Being selected as part of the roster recognises the consortium’s proven ability to deliver complex, large-scale campaigns that connect EU priorities with citizens in meaningful and culturally relevant ways.
As consortium lead, Ogilvy Social.Lab Brussels will act as the strategic and operational hub, coordinating partner expertise and ensuring coherence across strategy, creative development, production, dissemination and performance measurement. A key strength of OSL lies in its ability to build, manage and activate collaborative ecosystems — aligning diverse specialist partners with clear governance and unified delivery model. This approach enables both agility and scale, while maintaining consistency, quality and accountability across markets.
The appointment further reinforces OSL’s role as a centre of excellence for social-first, integrated communications within the WPP network.
Rob Hill, CEO, Ogilvy Social.Lab “This appointment is a strong endorsement of the way Ogilvy Social.Lab works — bringing together strategy, creativity, media and measurement to deliver communication that genuinely resonates with people. Leading this consortium allows us to combine the depth of WPP’s capabilities with the agility and social-first mindset that has become central to effective public communication today. We’re proud to support the European Commission on this important framework.”
